John Sinnett, principal planner with Growth Management, explained the site contains an existing cell tower and is bordered by multifamily and condominium developments; the property’s future land use is high density. Sinnett told commissioners the RS‑10 district and RM‑10 are the standard category A districts available to implement the high‑density future land use. He said staff and the Local Planning Agency recommended approval following a 4–0 LPA vote.
Applicant representative Jared Gaylord said his clients, Cannae Properties LLC, sought RS‑10 specifically because the district’s minimum lot‑width requirement (40 feet) would permit a lot split that HR‑2 would not. Gaylord said the family plans to place a single‑family home on the northern portion of the parcel and confirmed the southern portion remains under a lease to Crown Castle for a cell tower.
Gaylord described the request as ‘‘essentially just a simple request to do a lot split.’’ Commissioners did not attach additional conditions and approved the rezoning by motion and unanimous vote.
Staff noted that the RS‑10 district permits single‑family uses with a maximum 10 units per acre and includes setbacks and open‑space standards; RM‑10 would have allowed additional flexibility for multi‑family projects and affordable‑housing density bonuses. Sinnett said development review staff found the application compliant with applicable regulations and the comprehensive plan.
