Fulton district opens public hearing on annual safety plan; 30-day comment period open

The Fulton City School District opened a public hearing on its annual district safety plan and invited public comment on the draft now posted on the district website. The public forum, presented by Mrs. Hooper, explained the plan update timeline: the district reviews new or updated New York State requirements in spring or early summer, posts a draft for a 30-day public comment period and holds a public hearing before the Board of Education must approve the plan no later than Oct. 1 each year. The draft plan is organized into four sections: general planning and district-safety-team description; risk-reduction, prevention and intervention (including required drills and early detection); emergency response procedures and protocols; and recovery and debriefing, including after-incident reporting and supports for students and staff. Mrs. Hooper said appendices include district and emergency contact information, emergency response terms and references, a data reporting form, a linked code of conduct and an after-incident report. She said some updates this year added clearer definitions of commonly used emergency responses — evacuation, shelter in place, lockdown, hold in place and secure lockout — and that the state has asked districts to include a cardiac-emergency response plan once the state issues additional guidance. The draft is posted on the district website under district announcements and will remain available for comment through Aug. 25; comments are submitted to the presenter by email, she said. No formal board action on the plan was taken at the hearing; the hearing was an opportunity to collect public input prior to a future Board vote. Board members and staff emphasized that the district’s safety committee meets throughout the year, that the formal plan is updated annually, and that any further state guidance (for example on cardiac emergencies) will be incorporated when received.
