The Fountain City Council on Aug. 12 approved on first reading an ordinance to place a charter amendment on the Nov. 4, 2025 coordinated election ballot that would update how the city publishes official notices.
The charter language currently references a named local print paper; staff said the paper ceased publication in 2023 and the city shifted some statutory publications to the Gazette, which has broader Colorado Springs circulation. The proposed amendment would allow official city publications (statutorily required notices and other city publications) to be distributed via digital or printed media that is circulated or otherwise available within the city. Staff estimated about $3,000 in annual savings by enabling digital publication for non‑statutory notices and said required legal notices would continue to meet statutory publication rules.
City clerk Joni Carnille told council that the proposed change would not eliminate paper access: notices would remain available at the city clerk’s office and the amendment would simply allow modern, cost‑effective alternatives for outreach. The ordinance passed on first reading; the measure will appear on the Nov. 4 ballot for voter approval.
