City awards contract to rebuild access road for utilities operations center

The Fountain City Council on Aug. 12 approved awarding a construction contract to Rockham Inc. for reconstruction of the access road to the city’s utilities operations center. The motion passed unanimously, and council authorized the city manager to sign the contract and appropriate funds from remaining 2019 bond proceeds.
Staff said the operation center moved into a former aggregate mining facility about four and a half years ago and that the existing driveway has deteriorated; roughly half the driveway requires replacement. The city solicited competitive bids and received three responses; Rockham was the lowest responsible bidder.
The project will remove existing pavement along the roughly half‑length failing section, recompact and condition the subgrade and place four inches of new asphalt. Staff said the work is not funded in the annual operations budget but can be paid from about $4 million remaining in 2019 bond proceeds that funded the original facility.
Councilmembers asked about funding and scope; staff confirmed bond proceeds (not general tax dollars) will pay the work. The resolution to award the contract and appropriate funds passed 5–0.
