During a discussion, Council member Brian Wisco summarized the ordinance: "12:39 states two things. One, it states the limit on what types of vehicles, tractor trailers, RVs, what can be in lots. And the other part is that it limits after hours parking for borough municipal lots." He added that after-hours restrictions mean the public cannot park in municipal lots after borough buildings close (given example: a lot closed at 4:30 p.m.). Council members also confirmed that the restriction applies to tractor units (the tractor or truck) even if the trailer is absent.
