Stewart also noted the quoted price did not include on-site preparation, assembly or special offloading equipment.
Council moved to award the bid to the lowest responsible bidder pending solicitor review, then later moved to table the award so the solicitor could complete a written review of specifications and the bid notice. The motion to table was made and seconded; the council approved the tabling motion by voice vote.
Council did not award a contract at the meeting. The solicitor said the review should be brief and the item will return to council once review is complete. Council members and solicitor also discussed that the boroughs LSA grant funding covered roughly the quoted cost but questioned whether bond and on-site expenses required separate budgeting.
