At the meeting, staff recommended awarding a three-year contract for auditing services to CliftonLarsonAllen (CLA) after receiving two proposals, the other from CBIZ. The recommended maximum prices for the CLA contract were presented as $69,025 for year one, $71,000 for year two and $73,000 for year three. The recommendation noted the price includes a single audit of one major federal program.
“CLA is $1,000 less per year than CBIZ,” a staff presenter said, and they emphasized timeline as a primary factor: CLA committed to completing final financials by May, while CBIZ indicated a July completion. The presenter said the city of Portsmouth had provided a positive reference for CLA and that other local governments had recently moved from CBIZ to CLA.
A committee member said the May timeline was more appealing; another moved to accept the recommendation. The motion to accept carried by voice vote.
Discussion-only points included references to the firms’ comparable experience and the consultant references staff checked. The formal action recorded was the award of a three-year contract to CLA at the presented maximum prices.
