Port Orchard — City public safety leaders told the council they intend to apply for a FEMA port security grant to purchase a new shared response vessel, working with South Kitsap Fire and Rescue. Staff said the current city vessel is 17 years old and approaching significant maintenance needs; Safe Boats provided a soft quote for a new 33‑foot vessel estimated at about $1.2 million.
The chief said the grant opportunity was announced with short notice and staff had been preparing a joint proposal with South Kitsap Fire and Rescue, which covers a larger shoreline area and can share operating and maintenance responsibilities. The proposed vessel would meet NFPA pump capabilities (level 2 or 3) and would include CBRN protections required by the grant. Staff described the expected financing as a shared purchase where the grant would not cover the full cost; with a partner, the city’s estimated share would be about 25% (roughly $150,000), and staff said the city could expect to recover some or all of that amount through sale of the existing vessel (estimated $100,000–$150,000 resale value).
Council members asked about priority rules for shared use; the chief said priority details would be worked out in a memorandum of understanding and that life‑safety calls would take precedence. Council supported staff continuing with grant preparation and negotiating a joint ILA/MOU with South Kitsap Fire and Rescue. If awarded, staff said they will return to council to accept the grant and to authorize the purchase contract.
