Staff said Kitsap County will serve as administrative and fiscal lead, and the city’s contribution will be up to $35,500 across 2026–2028.
The WASOG partnership produces shared messaging, joint program development and cost savings for participating jurisdictions, and staff said continued participation supports the city’s stormwater permit compliance and increases regional consistency.
The agenda discussion shifted to a dispute involving one council member who also works for the county. Several council members urged county leadership to permit the council member to participate in city business that involves county programs; speakers described the issue as a departmental directive at the county level and urged a county‑level fix so that city and county governments can collaborate more effectively. Council members emphasized the value of that council member’s subject matter expertise for the city.
Councilmember Morrissey moved adoption of the interlocal; another council member seconded. After extended discussion about county directives affecting council participation, the council voted aye and the resolution passed unanimously.
Staff said the city uses several outreach tools required by the NPDES permit and that WASOG is one element of that compliance program. Staff offered to bring back any requested changes to scope or funding during future budget discussions.
