MUNCIE, Ind. — The Muncie Metropolitan Plan Commission on Monday recommended approval of a rezoning request that would allow a specialty retail business, B. Coco, to operate at 1600 North Wheeling Avenue.
The commission voted 7–0 to forward a favorable recommendation to City Council. The case will be heard by the council on Sept. 8 at 7 p.m.
Applicant Belinda Hughes told commissioners B. Coco sells sensory items and baby products and is expanding from an existing location. Hughes said the business would operate a shortened schedule focused on weekends and that she expects only a few customers at a time: “Because we do have limited parking … maybe four or five cars,” she said. Hughes said the property would be remodeled prior to opening and that no one would live on the premises after the change.
Planning staff said parking requirements will be evaluated during site-plan review and that the applicant must meet ordinance parking ratios or seek variances when a development concept and site plans are submitted.
Commissioners had no substantive objections and moved for a favorable recommendation. Roll-call votes recorded seven yes votes from the commissioners, and the recommendation will be transmitted to City Council for final action.
Next steps: The favorable recommendation will be presented to City Council on Sept. 8. Any required site-plan review and parking calculations will happen during permitting and prior to issuance of occupancy or business permits.
