City Attorney Kleinmeyer and City Administrator Jamie Alek told the council the topic involved negotiating terms that are typically discussed in closed session, and council members voted to convene under Wisconsin Statute 19.85(1)(e), the provision that allows deliberation of real-estate and bargaining matters when competitive or bargaining reasons require privacy. The motion to convene in closed session was made by Alder Swanson and seconded; the council approved by roll-call vote.
Council members reconvened in open session later in the meeting and reported they had a “fruitful discussion” in closed session, but no decisions, finalized agreement text, or vote outcomes were announced in open session. Staff said they would disclose additional information to the public when appropriate.
