Public Works Director Kristen Arnold said the project team needs a detailed construction‑level cost estimate based on the design‑development drawings the architect has produced; the cost estimate will let the town refine budgeting and decide whether to proceed, value‑engineer, or stage work.
The amendment breaks down as a $7,500 detailed cost‑estimate fee plus $2,000 for the architect’s coordination and review of the estimate. Staff explained the project’s complexities — ADA upgrades, the need for fire separation between apparatus and living spaces, sprinkler and HVAC rework and temporary housing for active firefighting personnel while work proceeds — and argued that a granular estimate is standard practice before going to bid.
Councilor Barbara Kohler moved to approve the amendment and Vice Mayor Hellman seconded. The motion passed on a roll call vote. Staff said it will return to the council with the detailed estimate and recommended next steps (including potential value‑engineering) in roughly two months.
