Commission approves final $50,000 incentive payment after compliance review

The Greenwood Redevelopment Commission approved release of the remaining $50,000 of incentives tied to a previously negotiated project agreement, after staff reported the project’s annual report showed compliance. The agreement allows up to $100,000 in incentives; the first $50,000 had been disbursed previously.
Commission staff presented the annual report and indicated the project was in compliance with its obligations and therefore qualified for the remaining payment. "This project agreement was added into a few years ago and summary provides up to a $100,000 of incentives, and they have previously been provided their first $50,000," staff said. "This current claim is asking for the remainder, making $50,000. Their annual report indicates they're in compliance and are qualified for that."
The commission moved and seconded a conditional approval: the payment would be released "so long as they're in compliance," per the motion recorded during the meeting. A roll-call vote recorded the approval as 4-0.
Staff noted there were minor corrections needed to the SD form supporting the claim (line-item placement for existing and additional values), and staff asked the applicant to provide corrected values before the next Monday deadline. The commission also reiterated that recipients must undergo annual compliance reviews and that substantial compliance is the standard for continued incentive eligibility.
No further conditions were added at the meeting; staff will finalize paperwork to release the payment pending receipt of corrected SD form values if required.
