Council approves consent agenda including $932,407.19 in total expenditures and multiple contractor payments

Concord Township Council on Aug. 6 approved its consent agenda, which included approval of the council public meeting minutes of July 1 and total expenditures for July of $932,407.19.
The totals read into the record included a July payroll of $206,447.13, current bills of $376,519.70 and sewer bills of $349,440.99. Council also approved four certificates for payment and two financial releases tied to recent capital projects:
- Final payment (Certificate No. 4) to JNS Paving: $64,617.03 for Beaver Valley Park; - Certificate No. 1 to JNS Paving: $43,435.80 for the Newland Basin restoration project; - Certificate No. 4 to AJM Electric: $9,000 for the ultraviolet disinfection project at the sewer department; - Certificate No. 1 to Sky General: $35,340 for roof replacement at the sewer plant; - Financial release No. 5 to Orchard Knoll: $98,812.02 for storm sewer construction; - Financial release No. 6 to Orchard Knoll: $504,894.80 for erosion and sedimentation control, storm sewer, underground basins, curbing and paving.
John Gillespie presented the payment certificates and filing applications for review, which included Newland Way lot‑line adjustment, a two‑lot subdivision at 104 Kirk Road and a Cipollini filing. During the consent‑agenda vote, a councilmember recused himself from the July payroll because his grandson is employed part time in the Public Works department; the recusal was announced on the record before the voice vote.
Council moved, seconded and approved the consent agenda by voice vote. No roll‑call tallies were recorded in the meeting transcript.
