Concord Township Council on Aug. 6 approved a final minor subdivision that splits a 3.01‑acre property at 113 Kirk Road into two lots, including a new flag lot behind the existing home.
The measure, adopted as Resolution 32 of 2025, passed on a voice vote after the township engineer described the plan as “straightforward” and reported reviews by the fire marshal, sewer consultant and county planning department supported approval with conditions.
Council President read the resolution into the record and listed 13 conditions tied to the approval, including compliance with review letters from Pennoni (dated July 14, 2025), the Fire Marshal (June 5, 2025), the HRD SORT Planning review (July 1, 2025) and the Delaware County Planning Department (June 27, 2025). The resolution requires plans be recorded in electronic format acceptable to the township engineer; maintenance of landscaping per the recorded plan; an $11,280 contribution to the Municipal Stormwater Control and BMP operation and maintenance fund; review and approval of deeds, legal descriptions, easements and stormwater maintenance agreements by the township engineer and solicitor before plan release; surveyor certification and monument placement prior to recording; and a notation in Lot 2’s deed prohibiting further subdivision. The resolution also notes a Pennsylvania Department of Environmental Protection planning‑module exemption for the proposed sewer connection.
Township Engineer Nate explained the layout, saying the rear parcel would be a flag lot while the existing front home would remain. The planning commission recommended approval, and draft language reflecting the commission’s comments was attached as an exhibit to the resolution.
The council moved, seconded and approved the resolution by voice vote. No roll‑call tally was recorded in the meeting transcript.
The approval obligates the applicant to complete the specified surveys, deed language, easement documents and fund contribution before the township will release signed plans for recording. The engineer said he will oversee those submittals and coordinate with the solicitor prior to plan release.
