Newman City staff previews rezoning to allow Coweta County offices on Newnan Crossing bypass

Newman City staff presented a request to rezone about 22.3 acres near Newnan Crossing Bypass and Turkey Creek Road so Coweta County can locate government offices inside the city. The city initiated the rezoning after the county and council coordinated an annexation earlier this year; the item is scheduled for a public hearing Aug. 26.
The request would change land that currently carries a default RS-20 (residential single-family) designation, which does not allow government office uses. Dean Smith, a city staff member, told the council the county determined it needs to be within the city limits to maintain voting and legal status for some operations, and the properties were annexed to accommodate that need.
City staff said the planning commission reviewed the request at its July 8 meeting and voted 6-0 to recommend approval. No specific site plans have been submitted; Smith said the county has not yet finalized how many buildings it intends to place on the property.
Council members asked about the effect of rezoning on adjacent residences. Smith said that because the county is a government entity, many zoning requirements do not apply; the city’s remaining controls would be stormwater, soil erosion and life-safety reviews. "The only thing we'll have control of is soil erosion," a council member summarized, and Smith confirmed stormwater, erosion and life-safety remain under city review.
Mayor Brady recused himself from discussion of a separate agenda item later in the meeting because an agent of his is involved in that transaction; the city proceeded with the work session items in his absence. The rezoning for the county office site will return to the council at the public hearing on Aug. 26 for formal action.
