Broussard declares Main Street Phase 3B substantially complete, 40‑foot light poles remain

The City of Broussard on Aug. 12 voted to declare Broussard Main Street Phase 3B substantially complete, clearing most of the work for retainage release while leaving the 40‑foot light poles as outstanding items to be finished in a follow‑on step.
Joseph Marino of Duplantis Engineering presented photos and a progress summary, saying the project transformed a previously eroded area near the firework station with subsurface drainage, a 10‑foot multiuse path and new sidewalks that connect Allison Parkway to South Bernard and on toward Patterson Parkway.
Marino said most punch‑list items have been addressed and that the contractor, Southern Construction, requested the substantial completion certificate to free retainage on the completed work. “This certificate substantial completion is good for all work except for 40 foot light poles,” Marino said, noting delays in materials and that Sunco has been paid to install poles on Celebrity to Iverson Parkway and that Southern Construction will complete remaining pole work thereafter.
Marino told the council the city expects a clear lien release within 45 days once the substantial completion is recorded and that Sunco will perform the pole installation while other beautification work continues on Main Street.
There was no public comment on the item. Council members conducted a roll‑call and approved the recommendation to declare the project substantially complete.
