ProSteel site on South State rezoned to M‑1 to allow office expansion

The Provo Municipal Council voted 7–0 Aug. 5 to amend the zoning map for property at 1400 South State Street from R‑1 (one‑family residential) back to M‑1 (light manufacturing) at the request of ProSteel.
Planning Supervisor Aaron Ardmore said the site historically held industrial zoning and that in 2017 the corridor was rezoned to R‑1 in order to require council review of multifamily rezones. ProSteel, on the site since the 1940s, sought the M‑1 designation to permit an expanded showroom on the first floor and additional office space above, which the R‑1 zoning would not allow as a conforming use. Ardmore said planning staff and the Planning Commission reviewed the application and recommended approval, noting the change would also improve the State Street right‑of‑way adjacent to the property.
Developer Spencer Markham said the requested change is intended to keep the business and allow modest office and showroom expansion; he told council there was no change proposed to light‑manufacturing operations. Councilors asked whether the rezone would affect property tax valuation; staff said building new structures could change assessed value but did not offer a specific tax calculation.
The council adopted the ordinance to rezone the property to M‑1 by a unanimous vote.
