Commissioners authorize show-cause filing after repeated unpaid animal-citation judgments

Seminole County commissioners on Aug. 12 authorized the county attorney to ask the county court to issue a show-cause order compelling a resident to explain why multiple court-ordered animal-code fines remain unpaid, after commissioners described a long-running nuisance case with repeated citations and unpaid judgments.
The Board of County Commissioners on Aug. 12 unanimously authorized the county attorney to seek a county-court show-cause hearing against a resident who has accrued multiple animal-related citations, some of which were appealed and resulted in court judgments that remain unpaid.
Commissioner Lockhart described a single address in his district with more than 30 citations since 2023 for animal-at-large, barking and odor complaints; several of those citations were appealed to county court and resolved with judgments. Many of those court-ordered fines remain unpaid despite repeated citations and county communications, Lockhart told the board.
Deputy County Attorney explained the county’s code provision (section 20.137) allows the board to request that the county court issue a show-cause order for unpaid civil penalties. The board voted unanimously to authorize the county attorney to file that request for the specific resident. The board also asked the county attorney to review whether additional ordinance changes or enforcement options would be useful to improve compliance and collection in such serial nuisance cases.
County staff noted the clerk of court collects fines after a court judgment; commissioners asked for greater coordination and visibility into collection efforts as follow-up work.
