St. John council accepts Prairie West parking lot bids pending engineering, legal review

The Town Council of St. John voted 5-0 to accept five bids submitted for the Prairie West parking lot expansion and authorized the town manager to sign the most reasonable, responsive contract after review by engineering staff and the town attorney.

Council members moved to accept the bids during the council meeting after staff opened and read the five proposals. The bids, as read into the record, were: Site Services, $286,828; Altaf Incorporated, $241,475.47; Reef Riley, $265,750; Milestone, $327,200.44; and Garrett, $283,700. Council members instructed engineering staff to prepare a written recommendation and the town attorney to review the documents before the town manager signs the contract the council deems most responsive.

The measure passed with a recorded voice vote of five ayes, no nays.

Town Manager Billy and the town attorney told the council that legal and engineering reviews would follow the acceptance to confirm responsiveness, scope and price before final authorization. The council motion explicitly made award contingent on those reviews rather than selecting a specific bidder at the meeting.

The action keeps the procurement process moving while preserving a final technical and legal check on quotes. No timeline for contract execution or construction start was given at the meeting.
