City awards design and construction engineering agreement for 2025 parking-lot and alley maintenance program

The City Council approved an engineering services agreement with Thomas Engineering on Aug. 13 to provide design and construction engineering for the 2025 parking-lot and alley maintenance program. The scope includes project design, bid advertising, construction award assistance, full-time field inspection, contract administration and daily construction coordination.
Staff told the council the program includes city-owned parking lots at 169 Dexter Avenue, the north employee lot for the center, concrete and bituminous parking at Elgin Fire Station No. 3 (2455 Royal Boulevard), the Spring Street alley behind 40 DuPage Court and a Highland Avenue alley near Grove Avenue. The agreement covers both design and construction engineering services.
Councilmember Ortiz asked whether permeable pavers used in a Swan-area pilot would be employed here. Staff said the Swan installations were part of an earlier pilot combined with rain gardens to address overland flooding; subsequent combined-sewer separation work reduced those flooding concerns. The staff presentation did not commit to permeable pavers in the 2025 program.
The motion to approve the agreement passed with one abstention (one council member absent/abstained) and otherwise unanimous approval in the roll call.
