Elgin accepts IEPA green-infrastructure grant to rebuild City Hall parking lot with permeable features

The Elgin City Council accepted an Illinois Environmental Protection Agency green infrastructure grant Aug. 13 to help fund a sustainable reconstruction of the City Hall parking lot. Staff said the grant will cover 75% of the construction cost for features such as rain gardens, permeable pavers, native plantings and an oil/water separator intended to reduce stormwater runoff into the Fox River.
City staff noted that an earlier design had estimated the loss of 30 parking spaces; the current sustainable design reduces that loss to 14 spaces. If the council approves, design work will begin in January-February 2026 and construction is expected to begin in May and conclude in August 2026. Councilmember Thorne complimented staff for successfully securing grant funding.
Acceptance authorizes staff to proceed with design and to enter into grant agreements with IEPA, subject to the conditions and timelines in the grant award. Staff recommended proceeding with the design to incorporate green-infrastructure best management practices that prevent or reduce polluted stormwater runoff into Illinois rivers, streams and lakes.
What the council did: Accepted the IEPA green infrastructure grant and authorized staff to proceed with design (motion approved 7-0 or 8-0 as recorded in the roll call). Staff will return with final design documents and construction documents in line with grant requirements.
