The Elgin City Council voted unanimously Aug. 13 to allow one mobile food vendor to operate at the new outdoor plaza between the existing and planned clubhouses at Wing Park Golf Course.
Planning staff told the council the vendor is intended to complement—not replace—service in the new clubhouse. "The proposed mobile food vendor would be located within the new plaza," Community Development Director Mark Malott said during the presentation describing the project. Mike Lehman, the golf operations director, told council members the city plans to provide electrical service from the clubhouse to the vendor location to avoid the use of generators.
The planning and zoning commission unanimously recommended approval subject to conditions. Council members asked about safety setbacks and hours. Staff said the standard review with the development application review team included the fire department, which requested a 10-foot clearance from structures for safety. Lehman said vendors would operate during the clubhouse hours and not beyond the indoor bar rea's hours.
The conditional use applies only to the Wing Park location; it does not create a citywide entitlement. Councilmember Dixon and others praised the plan as a neighborhood amenity and a complement to the new 9,600-square-foot clubhouse currently under construction.

Implementation: Parks staff will coordinate electrical service to the vendor location and will bring any operational specifics (hours, site layout, signage) back into the required permit and inspection process before vendors begin operating.
