Council authorizes $550,385 agreement for Hap MacLean and Grove Park design and raises stormwater phase 2 authorization

Park City authorized a $550,385 professional services agreement with Garver LLC to prepare construction drawings and related design services for Hap MacLean Park and Grove Park and approved higher authorizations for stormwater phase 2 work at its Aug. 12 council meeting.
Sean (staff) told the council that Garver had produced concept renderings the council previously reviewed and that the lump‑sum agreement of $550,385 — about 6 percent of the project estimate, staff said — would fund engineering and design deliverables. “It is a lump sum agreement in the amount of $550,385 which equates to even at the maximum amount just under 6%,” staff said.
Separately, council considered Resolution 12 63‑2025, which the agenda said would authorize construction work at Hap MacLean and Grove Parks with a combined estimated cost of $9,346,905, and Resolution 12 64‑2025, which increases the previously authorized amount for stormwater drainage facilities phase 2 to $1,000,631.865 from an earlier figure of about $834,000. Staff explained the increase reflects bid results that exceeded earlier projections. “Both of them came in higher than originally were projected in the stormwater fees,” staff said, and the council was being asked to authorize the higher amount.
Council members asked whether the authorizations obligate the city to immediate spending. Staff answered the resolutions establish upper authorization limits and do not obligate the council to proceed with all work; the design process will return to council for further review and opportunities for value engineering before final construction decisions. “It is not obligating the council to pay for anything at this point in time. It is just an authorization that says you can authorize up to that amount,” staff said.
The council voted 7-0 to approve the Garver LLC agreement and to adopt the two resolutions amending and supplementing the earlier capital project authorizations. Staff said the projects will be refined during design and that further council approvals will follow for final construction phases and any adjustments to scope or funding.
