County seeks $300,000 fund-balance authorization to repair transfer station ramp, cover maintenance overages

Weber County staff on Aug. 4 told commissioners the transfer station has an emergency need to rebuild a collapsed wooden ramp in the loading tunnel for large trucks and requested a budget change of about $300,000 from the enterprise fund balance to cover the ramp replacement, scale-house and other maintenance overages.

Staff described the safety and operational risk: the wooden ramp had deteriorated and produced a drop of roughly 2 to 2.5 feet that could damage trucks, trailers or buildings during loading operations. Staff said they had temporarily covered the area with metal plates but need a long-term replacement. The replacement will use three prebuilt concrete sections that can be installed overnight to minimize service interruption, and staff estimated the ramp replacement cost at about $110,000.

In addition to the ramp cost, staff reported about $125,000–$130,000 of building maintenance overages this year related to scale houses, asphalt, lighting and cameras, plus an additional $50,000 contingency for building maintenance through year-end. Staff said the transfer station enterprise fund balance is approximately $17 million and proposed using roughly $300,000 to cover these items.

Commissioners questioned timing and alternatives and were told the work can be done in one night with prebuilt sections; staff said the enterprise fund is the appropriate source. Commissioners indicated agreement to the budget change and directed staff to prepare the formal budget amendment for a commission meeting vote.
