Stephanie Russell, presenting for the county, said the Promontory PAD trustees adopted an initial amendment on July 22 and that the county-created PID (originally formed June 2023) requires the property owners in any annexation area to confirm participation. Russell said this resolution authorizes the PID to proceed to the next procedural step: submitting petitions signed by the affected property owners to ratify the annexation.
Commissioners voted to approve the resolution after a unanimous planning commission recommendation and trustee action. Russell noted the requirement for 100% property-owner participation for those parcels to join the PID.
Why it matters: Changes to PID boundaries can affect where infrastructure costs are recovered and which properties are assessed for PID financing. The resolution allows the Promontory PID trustees to seek formal petitions from property owners to finalize any annexation.
