The permit matters because it authorizes beer sales at a downtown cafe and music venue that the applicant said will operate a bar on the first floor; the board approved the application after staff verified required documentation and the applicant answered questions about hours, capacity and training.
Applicant Mary Elizabeth "Beth" Davis was sworn in and told the board the business will be a coffee shop, cafe and music venue with a bar on the first floor. She said the first floor will seat about 130 people; a second floor with roughly 200 seats will exist but will not open immediately. Davis said she is a part owner of the business and the property where it will operate.
Davis confirmed she had received and reviewed a copy of the beer rules and the city ordinance, acknowledged that underage sale of alcohol is a violation of law, and said the register software will require a customer birth date for beer sales. She estimated initial staffing at about 10 to 15 employees and told the board she had a statement from the health department with her.
Board members asked routine licensing and operational questions, including about responsible‑vendor training, proof from the health department and start‑up staffing. The board chair and members moved to approve the application; the motion passed with the membership responding "Aye." The board recorded a quorum of four members present.
The hours Davis gave for the first floor are 6 a.m. to 4 p.m. Monday through Saturday, with the business staying open until 8 p.m. on Tuesday, Friday and Saturday; she said there are no Sunday hours planned at this time. Davis told the board her target opening month is October, though she characterized that as a goal rather than a firm date.
The board directed standard post‑approval steps: Davis was told to bring a check for $41.65 to cover a prorated privilege tax and to pick up her certificate after 10 a.m. on the specified day. The board clerk said the payment covers the prorated privilege tax charged in January to bring the permit to the end of the year.
There was no extended public comment or contested issue during the item. Staff reported no additional business; the chair said a September meeting is planned and that at least one application is already scheduled for that session.
