Adams County wins federal funding for Bridge 93 replacement; construction years away, engineering to begin sooner

County highway staff told commissioners that the Indiana Department of Transportation (INDOT) has notified Adams County that the county was awarded federal funds for the replacement of Bridge 93 (on County Road 000/Van Buren Road north of Monroe). The county said the award covers right-of-way, utilities, design, construction and inspection work.
Highway staff said the total federal award was $1,860,720 and that funds are expected to be distributed beginning in fiscal year 2027 and continuing through fiscal year 2031. Staff emphasized that although engineering work must begin much sooner — including having a consultant under contract by Jan. 1 — construction is not anticipated until later; staff noted that, in present estimates, construction could occur as late as 2041.
“Adams County has been awarded federal funds for the replacement of that bridge,” highway staff said, reading INDOT’s notice and the award amount. Staff said the county has advertised a request for proposals for preliminary engineering and right-of-way services; proposals are due Sept. 8.
Commissioners asked about the county’s local match and the higher administrative and compliance requirements that accompany federal funding. Highway staff said federal projects expand scope because of environmental, right-of-way and inspection requirements, and that the federal share typically covers 80 percent of eligible costs. Staff estimated the county’s share could be roughly in the $400,000–$500,000 range depending on final project costs and noted the county has reserves to cover required local matches.
Staff told commissioners they will apply for additional projects in November’s call for projects and that they will follow the county’s asset-management plan to decide which projects are best pursued with federal funds versus local-only funding.
Because the project’s schedule spans multiple fiscal years, staff said they will phase consultant contracting and design work through the federal program’s timelines and will return to the board with contracting recommendations and schedule updates as the project develops.
