Staff said earlier quotes from outside vendors had been considered but that PCR had continued to perform the work throughout the year. Outsourcing the scope would have resulted in the layoff of five PCR maintenance positions funded through the CRA. The interlocal agreement keeps maintenance work within the city’s PCR division and preserves those positions, staff said.
CRA staff presented the agreement as consistent with earlier direction; board members noted plans for field visits to identify priority maintenance locations. The motion to approve the interlocal agreement passed 3-0.
