The Planning Board voted 5‑0 on Aug. 11 to recommend vacation (abandonment) of a portion of High Avenue south of West 201st Street so adjacent property owners can use the former right‑of‑way for access and development. The applicant and owner listed in the packet was Mark Bowden of MNJ Land and Marine LLC; a speaker who said he was sworn in identified himself as Mark Mulligan and explained the request stems from the need to access and develop a triangular waterfront parcel that otherwise lacks an improved road. Mulligan said the applicant had cleared trees and planned to develop duplexes, and that taking the right‑of‑way out of the public domain would allow better project design. Staff noted a previously vacated section nearby (shown in gray on exhibits) and explained that, if vacated, the right‑of‑way would revert half to the owner on each adjacent parcel by operation of law. The board approved the vacation 5‑0.
