Planning board recommends rezoning for Bay Oaks property at 2414 Michigan Avenue

The Planning Board unanimously approved on Aug. 11 a small‑scale land‑use amendment and rezoning request for the Bay Oaks Village Mobile Home Park property at 2414 Michigan Avenue, asking that the parcel be rezoned from Public Institutional to Residential‑2. Applicant Scott Helms told the board he revised the proposal after neighborhood concerns and withdrew a previous plan for flex commercial space in favor of townhomes. Staff noted the case was remanded from the city commission and that the commission had not adopted a land‑use change; staff recommended approval because the requested Residential‑2 zoning is consistent with surrounding development patterns and the nearby county residential land‑use designation. Robin Morrison, a nearby property owner, asked whether trailers would be allowed under the Residential‑2 designation; staff answered that Residential‑2 permits single‑family homes, duplexes, triplexes, townhomes and similar residential uses, and that trailers would not be allowed. The planning board voted 5‑0 to recommend approval to the city commission.
