Anne Hahn, the district chief financial officer, presented a final budget update for the 2025-26 fiscal year and recommended the board publish a proposed tax rate that matches last year—s rate. "We're proposing the same exact tax rate that we had last year, so no change in tax rate. It'll be an M and O tax rate of 0.7552, and we're maintaining our debt service tax rate of 50¢ for an overall tax rate of 1.2552," Hahn said.
Hahn told trustees she expects a net increase in revenue driven largely by state funding tied to teacher retention and support-staff allotments and that federal revenue is expected to be slightly lower because of SHARS collections. She reported district revenue for 2025-26 of about $44.7 million and total expenditures of about $45.5 million, producing an estimated operating deficit of roughly $822,453 for the general fund; Hahn attributed much of the change to a new Apple device lease payment that adds a debt-service line to non-payroll expenditures.
Hahn also reviewed Child Nutrition figures: the program is expected to operate under the Community Eligibility Provision for a second year, providing free meals at elementary schools, with a projected decrease in child-nutrition revenue of about $200,000 and a concurrent decrease in child-nutrition expenditures of about $500,000; she said the adopted child-nutrition deficit for 2024-25 was approximately $174,000. The district—s debt-service fund, she said, shows a balanced budget with matched increases in revenue and expenditures tied to debt scheduling.
After the presentation the board voted unanimously to authorize publication of a notice and to advertise the public hearing to discuss the budget and proposed tax rate; Trustee Smith moved to authorize publication, Trustee Bartley seconded and the motion passed unanimously.
Hahn said final federal program allocation documents from the Texas Education Agency (TEA) were not yet posted on TEA—s website and she planned to present those figures at the Aug. 25 meeting where the board will hold the public hearing and consider adoption of the budget and the tax rate.
