Council authorizes city manager to negotiate change order to resume stalled pickleball court work

The Cookwell City Council on July 17 authorized the city manager to negotiate a change order with Steelhead Building Group to repair pad failures on the city's pickleball court project and to sign the change order with the understanding the council would ratify that action at its Aug. 7 meeting.
Public Works staff said heavy spring rains caused setbacks and a recent third-party geotechnical test identified repairs necessary for the pad before work can resume. The contractor provided pricing to the city upon request, but staff had not received a finalized change-order price by the council meeting. Staff asked the council to authorize the manager to finalize and sign the change order promptly so Steelhead can mobilize and resume construction before late August; staff said returning the signed change order to council on Aug. 7 allows formal ratification.
Councilman Walker moved to authorize the city manager to negotiate the fee and sign the change order, with individual council members to be polled for agreement and the council to ratify the action on Aug. 7; Councilman Gilbert seconded. Councilmembers expressed support for expediting the project. The motion passed 4-0.
City staff said they would consult with the city attorney and the city manager prior to finalizing terms. No final dollar amount was presented at the meeting; staff said Sampler pricing would be provided to council members individually and ratified at the Aug. 7 meeting.
