Commissioners awarded the construction contract for a 0.6-mile rail-trail segment north of Jonestown — including a bridge — to Construction Master Services for $999,499, funded by DCNR grants and county ARPA funds.
Lebanon County Commissioners voted Aug. 7 to award the construction contract for Lebanon Valley Rail Trail (LVRT) Phase 10A to Construction Master Services, the lowest responsible bidder at $999,499.
Nate McCullough of WELLS Consulting told the board Phase 10A covers about 0.6 miles north of Jonestown and includes a bridge to span a breach in a canal towpath. The project is supported by two Pennsylvania Department of Conservation and Natural Resources (DCNR) grants and a matching county ARPA allocation. Work includes a small parking area with four handicapped spaces off Pine Tree Hill Road to provide public and emergency access. The engineer's estimate was $963,015; bids ranged up to about $2.1 million.
Construction is expected to begin in August with substantial completion targeted before Thanksgiving, with vegetation stabilization continuing into the following spring. McCullough said Phase 10B is in design and funded and will connect this segment north to Lickdale; property acquisition for Phase 8 remains to be completed.
The motion to award the contract passed by voice vote. County staff will finalize the construction contract and proceed with preconstruction coordination and permitting.
