Council also introduced, waived first reading and read by title only an implementing zoning ordinance; the ordinance will return for a second reading and formal adoption later.
Kevin, a staff member presenting the plan, told the council the update responds to the Regional Housing Needs Assessment allocation of 1,266 units and breaks that number down across income categories. He said the city’s inventory analysis shows vacant‑site capacity and other measures that would allow the city to demonstrate adequate land for the state RHNA requirement. "If council adopts the housing element tonight, I'm gonna quote, put it in a box or a big email, and we're gonna get it up to the State of California HCD by Thursday here," Kevin said during his presentation.
