Finance Committee approves sole-source contract and budget modification for Hangar 4 door bracing at Wausau Downtown Airport

The Wausau Finance Committee on Aug. 12 approved a sole-source purchase and a budget modification to reinforce the door framing on Hangar 4 at the Wausau Downtown Airport.
The committee voted to retain Norman Vick Construction after the airport’s engineering firm found the door framing was not adequately supported, which was causing noise and risk of damage when the heavier replacement door operated. “We did… approve an engineering firm to take a look at the Hangar 4 door. It wasn't supported very well structurally on the sides, and so the door was making a lot of noise and, potentially, it was gonna be damaged,” said Eric, a staff member, describing the firm’s findings. The door manufacturer recommended Norman Vick Construction, which had already worked with the engineering firm to analyze and adjust the door.
Committee members moved and seconded the sole-source motion and voted in favor. The committee then approved a related budget modification to provide funding for the bracing. According to staff, the funds will come from two different capital sources with remaining balances: bond proceeds in the Capital Projects Fund and other Capital Projects Fund allocations. “We took them from 2 different projects… it had funds left over,” said a staff member.
The issue arose because the replacement door is heavier than the previous door, which causes some building flex when it is opened and closed; the engineering firm recommended reinforcing the door framing to prevent further noise and potential damage. Committee members did not request additional competitive bids because Norman Vick Construction had already performed work on the same door and was recommended by the door manufacturer.
Committee action was described as a sole-source approval followed by acceptance of the budget modification so the work could proceed. Staff indicated no further approvals were required at the meeting and the project will move forward under the approved amendment.
