Powell said the funding helps cover uniforms, equipment, coaches and activity fees and that participation has climbed back since COVID‑era declines.
Council members praised the programs and urged closer coordination between the city and district; several chairs asked for confirmation that program elements would support curricular and extracurricular needs across kindergarten through eighth grade and for a list of specific schools and participant counts. The committee advanced the ordinance to the full council.
