Council committee approves easements for Kingsbury Run consolidation sewer project

The Committee of the Whole approved an ordinance authorizing the city to grant permanent and temporary easements to the Northeast Ohio Regional Sewer District (NEORSD) for the Kingsbury Run consolidation sewer project, part of the district’s Project Clean Lake program to reduce combined sewer overflows to the Cuyahoga River.

Commissioner Degenero and NEORSD project manager Doug Lapata described the scope: installation of roughly 6,400 linear feet of deep consolidation sewer (90‑ to 120‑inch diameter), relief sewers, and several large regulator structures. The route crosses city properties administered by Parks and Recreation, Community Development, Public Works (a maintenance facility), and the Fourth District police station. MOCAP said most work will be deep bore tunnels (tunnel shafts up to 130 feet underground at Mary Motley Playfield) and that operations at affected facilities “won’t be interrupted” — the sewer district will create fenced access drives, temporary parking, walkways and other protections and restore disturbed areas.

The sewer district is seeking five permanent surface easements, six permanent subterranean easements and eight temporary easements; the appraised total value of easement interests is $99,350 to be allocated among involved departments. NEORSD will also use a fenced driveway accessed through RTA property for a construction shaft. Council members asked that the city provide maps and outreach to residents so neighborhood stakeholders understand the construction activity. The committee approved the ordinance for full‑council consideration.
