Records management asks court to fund GovBuilt software, $94,000 initial cost

Desmond, from Records Management, presented a request for $94,000 to license GovBuilt, an online licensing and case-management platform intended to make county forms fillable and provide online citizen dashboards showing case steps, payment history and status. "It is a highly customizable licensing and case management platform built for local government," Desmond said, noting it could replace many Excel-based tracking processes in departments such as Road & Bridge and risk management. Commissioners expressed support for modernization but asked staff to research whether the platform could serve multiple departments before committing to a license sized for a single department. One commissioner urged a county-wide survey of departmental needs and best practices to avoid accumulating many single-purpose software subscriptions. Desmond said the product is sold as a suite and that some modules in the $94,000 package might not be used; he and staff will research contract options, user-pay possibilities and cross-departmental applicability before returning with a recommendation. No appropriation was approved during the workshop.
