The Board of Mayor and Aldermen on Aug. 12 approved a plan of services, annexation and zoning for a 10.58‑acre property at 1288 Lewisburg Pike, a noncontiguous parcel within the city’s southern urban growth boundary.
Planning staff said the property contains the Gateway Franklin church campus and that the applicant requested annexation to allow continued institutional use. The plan of services states water service would be provided by HB&TS and that sanitary sewer service would require an easement across a neighboring property established at the applicant’s expense. Staff recommended approval and the planning commission concurred; the board voted unanimously to adopt the plan-of‑services resolution, approve annexation and zone the site to civic institutional (Ordinance 20 25‑17).
Why it matters: the annexation brings the church campus into city jurisdiction and aligns zoning with the site’s institutional use. City staff said no additional city personnel or equipment would be necessary for fire, police or sanitation to serve the property.
Next steps: the applicant must establish any required private easements to provide sewer service; the city will coordinate utility connections and process required permits.
