The Board of Mayor and Aldermen on Aug. 12 approved Resolution 20 25‑46 to extend vested rights for the 555 Franklin Road planned‑unit development by 36 months, moving the vesting expiration to Oct. 10, 2028.
Planning staff said the original development plan was approved Oct. 10, 2022, and that the approved program calls for age‑restricted multifamily and continuum‑of‑care uses, including 120 multifamily units and 142,500 square feet of nonresidential space. Staff reported one modification of standards approved previously (a reduced front‑foundation requirement to improve ADA access) and said sewer capacity had been accounted for in water‑management modeling. A site plan was approved in May 2023 but no building permits have been pulled; the applicant told the board it intends to begin site preparation and pull permits by early 2026.
The planning commission recommended approval, and the board voted unanimously to grant the vesting extension.
Why it matters: the extension preserves the applicant’s vested zoning and development standards for an additional three years while the developer completes permitting and site work. City staff noted that changes in fees and level‑of‑service metrics since initial approval are largely incorporable into the existing plan without major redesign.
Meeting context: planning staff made the presentation and answered questions about sewer capacity and off‑site impacts; no members of the public spoke against the extension during the public hearing.
Next steps: the applicant will pursue permits and site preparation; staff will continue to coordinate sewer, traffic and fee issues as building permits are sought.
