Supporters, including family and Louisiana Parole Project, described stable family support and job prospects; the parole project offered transitional services. Board members acknowledged Foster’s accomplishments but pointed to the seriousness and extent of his prior offenses and the disciplinary record; they voted to deny parole. The chair announced the denial at 10:59 a.m. Aug. 6, 2025.
