Norfolk schools post wide-ranging policy updates; opioid antagonists, substitute-teacher limits, advanced math placement among changes

Norfolk Public Schools administration reviewed a series of policy revisions and new policies on Aug. 6 that the superintendent said were based on updated legal requirements and model language from the Virginia School Boards Association (VSBA). The policy package includes new and revised language on emergency medical responses, student health and safety, employee protections, substitute-teacher assignments, and advanced-math placement for upper-elementary and middle-school students. Why it matters: Several changes implement recent Virginia legal requirements and state guidance; the administration said it will post affected policies for first and second reading and collect community feedback before the board votes. What the administration described - Legal alignment and source: Dr. Pohl said the VSBA provided the model language and the division’s attorneys reviewed changes before the board discussion. He said many edits respond to state law changes that became effective July 1. - Health and safety policies: The district shared a new policy (EBBC) on opioid antagonists covering administration, maintenance, regulations and training; the superintendent said opioid antagonists will be provided at no cost to the district for at least the coming year and that school wellness staff and community partners coordinated implementation. Related policies (EB, EBB, EBB A) add cardiac emergency response and bleeding control language and clarify parent notification and safe storage requirements. - Instructional placement: A new policy (IGBJ) responds to a state requirement to place students in advanced math courses in grades 5–8 who score in the upper quartile of the mathematics SOL; the district said it is preparing for this change and that it expects no large numbers of newly placed students beyond those already in advanced math. - Substitute-teacher limits: Policy changes remove an interim allowance that had permitted substitutes to serve up to 180 continuous days; under current law the standard limit is 90 days unless the state board approves an extension. - Employee and coach protections: The administration added language protecting employees who may administer opioid antagonists and updated athletic emergency planning and concussion return-to-learn/play protocols.
