City updates Harmony Master Lift Station, SCADA improvements and deep-well drilling plans

Water and wastewater staff briefed the Winter Haven City Commission on three connected topics: the new Harmony Master Lift Station, recent SCADA system upgrades and ongoing well-drilling at Pollard Road.
Dalton (water department presenter) said the Harmony Master Lift Station was designed to mirror the Channel Lakes master lift station while reducing flow to that facility. Upgrades include a new PLC card that monitors pump efficiency, wheel-style gate valves operable by one person, outside safety lighting, upgraded N-style pumps with impeller springs to reduce debris-related cavitation, and reused lines in the wet well to help manage debris. The presenter said the station is intended to connect Plant 2 and Plant 3 and improve overall wastewater efficiency.
Damon Irvis, chief operator at the Fairfax Water Treatment Plant, described SCADA improvements made in response to prior communication failures. He said the team installed new radios, cables, antennas, grounding rods and other equipment, and that the upgrades improve bandwidth, remote monitoring and control of pumps and tank levels across five elevated tanks named Lake Albert, Magnolia, Third Street, Inwood and Walmart. Irvis said the water and IT teams are also improving fiber connectivity to strengthen communications.
Bjorn Nguyen gave an update on well drilling at Pollard Road, reporting the drill had reached approximately 800 feet with a target depth near 1,200 feet. When the aquifer yields usable water, staff said construction of the Pollard Road and Cypress water plants could proceed. Commissioner Mercer asked how many wells would be drilled; staff answered three total wells planned.
