The Winter Haven City Commission on the evening of an August 2025 meeting adopted Resolution R-25-34 to accept public improvements for phases 1 and 2 of the Willowbrook North subdivision and to modify the developer's performance bond for remaining work in phases 3 and 4. City Manager staff described the subdivision as roughly 132.9 acres with 434 building lots and nine common lots and told commissioners the developer had originally posted a $7,235,221.79 performance bond.
The resolution confirms acceptance of completed infrastructure and authorizes the city manager to partially release the original bond and accept a modified bond of $5,069,711.08 to guarantee completion of outstanding improvements, the city manager said. "Staff recommends the commission approve Resolution R-25-34 this evening," the city manager told the commission. The city manager listed incomplete work as earthworks, sanitary sewer, potable water, stormwater management, off-site roadway improvements and engineering certification.
The city attorney read the title of the resolution into the record before the presentation. After a motion to approve the resolution, the commission closed a public hearing on the item, took a voice vote and adopted the resolution. The transcript records no roll-call vote tally or individual yes/no votes, only a voice vote and the chair's announcement that R-25-34 was adopted.
