Dylan, a planning presenter, described file RZ25-0802, a conditional-use application for massage at 4414 Hereford Farm Road (presented as an existing professional zoning area adjacent to residential zones). Dylan said the proposal would not add site changes, would operate during typical hours (9 a.m. to 7 p.m.), and that similar uses have been approved on Ponder Place Road and North Bel Air Road in the same zoning district. Denise Devereaux, who said she has operated at Rosewater Spa and Wellness on Ponder Place for about 10 years, told the commission she is a medical massage practitioner and proposed expanding into the Hereford Farm Road location. Staff recommended approval, and the motion carried.
