Board members asked technical questions about tandem stalls, electric-vehicle stalls and the plan’s categorization of permit spaces versus two‑hour spaces. Heap said the town staff counted the spaces on site and that past amendments had reduced the count from earlier permit numbers (195 in 2013, later reduced to 192). He also asked the board to approve the control plan in a form that sets the layout and total number of spaces but leaves the specific allocation between permit parking and two‑hour parking to the select board and town manager: “I think we would ask that you approve this modification in a form that does not specifically tie this plan to that sort of use designation… and allows for some flexibility to move some number of spaces from permit only to 2 hour only.”
Planning board members sought clarification about EV stalls and whether adding EV stalls would reduce the total count. Heap said the town could return for further review if additional EV stalls required the loss of spaces. The board did not vote on the modification at the meeting; a motion to approve as a minor modification under site-plan special permit 98‑6 was moved, but members agreed to defer and have a draft decision ready for the board’s next meeting.
