The City of Sebastian Council adopted Resolution R‑25‑28 approving the 2025 revision of the Indian River County Unified Local Mitigation Strategy (ULMS). Staff said the ULMS must be updated every five years to satisfy Federal Emergency Management Agency (FEMA) and Florida Department of Emergency Management (FDEM) regulations and to preserve local participation in the Community Rating System (CRS) and the National Flood Insurance Program (NFIP). Council had no substantive questions and voted unanimously to adopt the countywide plan, which staff said had already been adopted by Indian River County prior to the city vote.
