Public Works to draft comment letters on Spirit Lake DEIS and federal surface-transportation RFI

County Engineer Susan Eugenas told commissioners two items will require future attention and possible comment letters: the draft environmental impact statement for the Spirit Lake outflow safety improvement project and a U.S. Department of Transportation request for information on the surface transportation authorization. Eugenas said the Spirit Lake DEIS (document minus appendices) has been released and county comments will be due on Oct. 30; staff plan to review the document and bring a recommended comment letter to the board. On the transportation side, the U.S. Department of Transportation has requested input from local governments on how surface-transportation programs (including STP funding) perform; Eugenas said the comment period ends Aug. 20 and staff will work quickly with engineering personnel to draft suggested responses. What this means: Staff will prepare summaries and recommended comment letters for board review. The items are time-sensitive: the USDOT RFI requires a short turnaround and the Spirit Lake DEIS comment period ends in October. No formal board action was taken during the meeting; staff will return with draft comments for board consideration.
