Cowlitz County commissioners approved a contract award to Lakeside Industries to replace asphalt at the county administration building parking areas, including parts of Third Avenue and a small Washington State University parking area.
A county facilities presenter summarized the low‑bid award: the total contract is $205,009.57; the county received three bids and Lakeside Industries was the lowest bidder by about $513 compared with the next bidder, Granite. The presenter said the city of Kelso will reimburse the county approximately $62,000 for the portion of work along Third Avenue that benefits the city.
Public questions addressed scheduling and accessibility: county staff said paving and related work is specified for weekend or night work and should be completed in one weekend for paving with a possible second weekend for striping and curb‑stop installation. The work includes adding handicap parking spaces along the frontage next to the ramp; staff said the spaces are incorporated without eliminating regular stalls and that the work also covers a small WSU parking area.
Commissioners moved and approved the contract by voice vote; staff said maps and additional layout information were available to the board.
